Moving folders within Public Folders

In Outlook in case someone wants to move a folder from one place to another
one, then such moving is done in a COPY mode. This mean that after moving
there will be two folders with the same name.
Such behavior makes us very frustrated, because incidentaly we create copies
of the same folders and then you can immagine what consequences can be.

I know that such folders can be moved with SHIFT key pressed and then in
this case copies of such folders are not created.

Such behavior is completely different than in standard windows programs,
therefore is so confusing.
Does anybody knows method of avoiding that copies of the folders are created
while moving a folder?

What about using the File | Folder | Move command or its equivalent on the
context menu?

FYI, this is a newsgroup for issues related to Outlook custom forms. General
