"Moveable" inserted pictures

I know it can be done, but could someone possible give me the easiest
procedure to make an inserted picture moveable just by dragging it around
using the left mouse button? I'm using Word 2000 and Word 2002.

You need to set the properties > layout of the picture to anything except
in-line
