modifying startup programs

I am trying to modify the amount of programs that load at startup, i have
pulled microsoft's help article, but when I pull up the available stand alone
snap ins, there is no Group Policy. So how do I change this?

Changing the programs that start with Windows:

1. *Completely* remove all viruses and all forms of spyware from your computer.
2. For each program you do not wish to start with Windows, open the program's menus and look for the option that starts the program with Windows. Turn this option off.
3. Open your Startup folder (Start > All Programs > Startup) and delete the shortcuts of any other programs you do not wish to start with Windows.
4. Restart your computer. The programs affected in steps 2 and 3 above will not start with Windows.
5. For programs which cannot be affected by steps 2 and 3 above: Contact the program's author and ask how to prevent the program from starting with Windows.
6. Any other programs will need to be uninstalled.
