Modifying Group Policy

I attempted to download some of the Windows updates. I
received an error message that indicated that my Group
Policy had been set to "Remove all Access" for Windows
updates had been enabled and to check with my system
administrator. I don't recall every setting a switch to
disable Windows updates. In trying to troubleshoot this
problem, I found the instructions below regarding how to
use the Group Policy Editor to change this setting.

Click Start, and then click Run.
In the Open box, type mmc, and then click OK.
On the File menu, click Add/Remove Snap-in.
Click Add.
Under Available Stand-alone Snap-ins, click Group Policy,
and then click Add.

The instructions continue, but I don't have Group Policy
in my list of Available Stand-alone Snap-ins.

Has anyone else encountered this situation? If so, were
you able to change your setting to allow for Windows
updates?
