Modifying Password Policy

I've installed Windows Server 2003 in a test environment
and I want to modify Password policy to allow short non
complex passwords. I have reset the properties of all
policies in Password Policy in Domain Security Policy and
Domain Controller Security Policy to 'Not Defined'. I did
this on the W2K3 domain controller which is the only
domain controller in a child domain of a forest in mixed-
mode. I refreshed the policy using gpupdate many times.
I also started and stopped the box. But I still cannot
create a user with a 7 letter lowercase password. The
domain controller is directly in the domain container and
not in any OU.
Ironically, I upgraded from W2K using an Administrator
account with no password, so I can still log on with that
using no password.
Does anyone have any ideas?

1.Move your Domain Controller Back to the Domain Controller OU where it
belongs.

2. You need to specifically define the password policy at the domain level.
The Domain Controllers OU must get this policy verify we are not blocking
or that we do not have No Override set)
