Windows 2003 Password Policy

The password must meet complexity requirements setting had been disable on
the domain all group policy ,
domain controller security policy, domain security policy,and i reboot the
pc after that,
but i still cannot use simple password for the user.what's wrong.can i get
any tools for management policy,
because there are so many policy, i just want 1 interface for change it all.
is it possible

On the Default Domain Policy:
Change the complexity requirements to disabled (not to "not defined"
otherwise it might use some default value) and if you want to use
short passwords also change the minimum password length to a low
value..

On the DC you changed the value run: GPUPDATE /FORCE... also wait for
replication to take place if you have more than one DC!

Changing the policies as mentioned above is not recommended in
production environments because it is then to easy when attacked
