modem driver problem

Windows XP no longer detects my Lucent Win Modem on an IBM
system that is fairly powerful. I downloaded the current
driver from Agere, but Windows still doesn't detect the modem,
and the modem is listed among the device drivers as non
functional, with the error message that it can't start.

Are there any digitally signed Microsoft modem drivers that
will drive my LT modem? If not, can I fake out the system
and run the modem as a decoy? What have others done?

In my case, I am using Microsoft's generic driver, which
installed without problems, but the modem (GVC 28800 bps)
refuses to communicate with Windows XP. When I swap in
a hard disk with Windows 98, the modem works normally.
