mobsync.exe - Can it be killed?

I made the mistake of putting a web image on my desktop. A NOAA radar
image that changes every 10 minutes:
http://www.srh.noaa.gov/radar/images/DS.p19r0/SI.kokx/latest.gif

Since it was constantly updating and took forever to boot, I got rid of
it. Unfortunately, now I can't figure out how to stop mobsync.exe from
running constantly. When I look at SchedLgU.txt, it's filled with:

"{F897AA24-BDC3-11D1-B85B-00C04FB93981}_COMPUTER_User.job" (mobsync.exe)
Started 1/3/2004 2:15:27 PM
"{F897AA24-BDC3-11D1-B85B-00C04FB93981}_COMPUTER_User.job" (mobsync.exe)

Result: The task completed with an exit code of (0).

Result: The task completed with an exit code of (0).

No webpages are listed in customize desktop, except for "My Current Home
Page" and it is unchecked.

The only scheduled tasks that run are the ones I put in.

Running Synchronize (start>programs>accessories>) says "There are no
offline items to synchronize."

I even turned off Windows Update notifications.

Being way past any restore point, how else can I get mobsync to behave?
