MISSING TrueSpeech(TM) Audio Codec

Hello folks:

I can't find the DSP Group TrueSpeech(TM) Audio CODEC to install it on my
Win2000 SP4 box. It is not showing up on any of the installed codecs. I
cannot find an "Add" button or anyway to install it.

Can ANYONE help me find where to get it and how to install it?
