missing temporary internet files floder

I have recently been unable to run certain programs on secure websites that
previously worked. A pop up box comes up and says that the "C:documents and
settings\'name'\local settings\temporary internet files\content.IE5\....That
Windows cannot access the specified davice,path,or file. You may not have
the appropriate permissions to access the item."

Firstly.. I am the admistrator... and have looked for this folder..
specifically the "documents and settings\'name'\local settings\temporary
internet files" folder and CANNOT locate it... even with the hidden files and
folders checked! Also thinking that it was somehow deleted... I tried to
make another one... only to be told that it ALREADY existed! But it is not
visible with anything

Anyone have any thoughts

Some more info

I just used an OLD MS DOS editor.... some of you may remember NORTON
COMMANDER... and the said files DO exist!! but how come I keep getting the
said unable to access window

Try this:
- Click Start / Run / cmd {OK}
- Type these commands:
cd /d "%UserProfile%\Local Settings"{Enter}
attrib /s /d temp*.*{Enter}
(This command will probably tell you that the folder DOES exist,
regardless of what you previously thought)
cacls temp*.*
(This command will show you the permissions for the temporary internet
folder)

You may need to seize ownership of this folder. The method depens on the
version of WinXP you run, i.e. Home or Professional.

it does exist... but I am still at a loss as to what the problem with the
unable to access this folder is due to
