missing "send pictures via e-mail" dialog box

When I'm inside My Pictures and I click on a photo to send to a recipient, I
do not get the dialog box enabling me to resize the picture. What am I
missing? My other older laptop does this fine.

Try this, maybe it will restore the option:

go to...Start / Run and type:

"REGSVR32 SHIMGVW.DLL"
(without the quotes)(Yes, there's
a space between 2 and S)

Click...OK.

A dialog box should report the following:

"DllRegisterServer in SHIMGVW.DLL succeeded"
