Missing Security Tab

I'm having an issue with a server running Windows 2000 Server w/SP4. I've
got a number of folders that are missing the security tab, thus I can't
delete them. I've tried running chkdsk /f without any success in correcting
this issue. The path is not more than the 255 character limit. I've also
tried connecting across the network to delete them. No processes have these
folders open either.

Any clues on how I might correct this problem? Thanks for any assistance.

Can you list a few examples of these folder paths?

I made a mistake in my original post. The problem is with files and not folders. The issue also occurs when these files are restored from backup to a different folder. Security is missing. I was doing a test restore and that's when I discovered the problem because I can't delete them now.

Here are a couple of examples:

D:\Test_Restores\users\Duan_Wang\private\Projects_all\ATL3COM\Chapter04\ReturningAnObject\ConsoleClient\ConsoleClient.ncb
D:\Test_Restores\users\Duan_Wang\private\Projects_all\Using VC++\ch12\Wizard
Demo\wiz.ncb

Have you tried doing a right-click/properties on the parent
folder, and taking ownership of all files and subfolders?

Yes, when I try I get the message :

An error occurred applying security information

The system cannot find message test for message number 0x%1 in the message
file for %2.

And the security tab doesn't show up.

Search Google for that error, or a portion of the error. I
believe it's "system cannot find message text", not test.

From what I've read so far, this problem has at least several
different possible causes, including bugs with Win2003 (for
which a hotfix is now available), Linux, Samba etc etc.

Sorry I can't be more specific but this one will take some
research to fix.
