Missing menu options

I no longer seem to have "Lock the toobar" or "Customize"
options off the IE 6 Toolbar menu (after clicking View).
My toolbars are locked and there appears to be no way to
unlock them. How do i get the "Lock the toolbar"
and "Customize" options back? Reinstalling IE 6 doesn't
seem to have solved the problem.
