Missing Menu bar

I opened a word document on the web and found no menu bars, I figured it was
protected since it was a form to be printed. But now I have no menu bars
anytime I open any word document. All my other office documents have the
menu bars, just not word.

I tried repairing my office install and restoring to a point earlier in the
week before the problem. I need some ideas. I thought it was ot possible to
delete menu bars...

Thanks for the help. the regedit didn't clear the problem but the /a switch
did.
