MISSING LEFT PANE

MY PC has 2 registered users On Windows XP Home Edition.
There are 2 different Web View Displays when we select "My
Pictures". On my preference a Left Hand Pane is displayed
in the Web View, with Picture Tasks and other options
available. When selecting the second user, the Web View
opens to full screen, with no Left Pane. Any idea how to
solve this problem ?

Tools > Folder Options > Common Tasks ?
Does this happen even with the folder window maximized fully?
