Display Picture Task pane

Using Windows XP-Media Edition.

When I right click start, click explore, and navigate to My Pictures and
click to open that folder, I cannot seem to display the Picture Tasks pane.
However, when I put a shortcut to My Pictures on my desktop and click to
open that shortcut, the Picture Tasks pane is automatically displayed.

Can you explain a little bit to me about how to access the Picture Tasks
pane other than through a shortcut on my desktop??

When you right click start, then explore, go to the bottom of the list (not
top where it is desktop) click my documents then my pictures. When it opens
close down the left side (folders) and picture tasks will be there.
