Missing Icons in XP Home Edition

When I boot the computer I get the blue wallpaper and nothing more. NO
ICONS....
I cannot pull up the windows menu with the windows key or right click for
any properties. I can however pull up the task manager and restart the
computer.

Oddly enough, the icons do appear in safe mode and Im able to access all
programs from safe mode. Nothing appears in regular mode...

Any suggestions???
