First, take a look here for possible causes and solutions. Note that
some fixes require access to the recovery console, one requires an XP
CD (or alternatively a copy of the file).

Since you can't get the recovery console to work with your floppies,
try this:
It downloads directly a .zip file which contains an .iso file that has
to be burned to a CD to give a bootable Recovery Console CD:

If you don't know how to burn an image file with Nero or whatever you
have (you don't just copy it to a CD), then try this freeware:

after burning the image and entering the recovery mode i followed the guide
lines onhttp://www.computerhope.com/issues/ch000646.htm
and upon typeing the expand command I recieve "this file can not be found on
the specfied directory"

Hello again,

As I mentioned in my previous post that fix won't work with a simple
Recovery Console. It requires the XP installation CD to copy the file
from. You could theoretically accomplish the same thing if you had a
copy of the correct file from another installation or XP installation
CD, and put it on a floppy or CD to allow you to copy it to youe
system from outside Windows..
Did you try all the other suggested fixes?
