MISSING file <WINDOWS ROOT>\SYSTEM32\hal.dll.

When I try and boot up my computer I get this message

Windows could not start because the following file is
missing or currupt:

<WINDOWS Root>\SYSTEM32\hal.dll.

Please re-install a copy of the above file

I then put in my system disk and tryed to figure out how
to repair it but I don't have an emergency repair disk and
it keeps asking me for one. Where could I get one? There
is a manual repair section where I don't need a disk but
it is to confussing I don't know what to do. PLEASE HELP!!!
