Missing Commands from Taskbar

I recently downloaded a Windows update and since then, the 'new' command has
vanished from my taskbar.

I got it back by doing a system restore but now I get asked for my user name
and password every time I try to send/recieve e-mails even though they are
entered correctly. I have checked that all settings are correct in my e-mail
account.

And then suddenly, the 'new' command has vanished again!!

Any ideas?

If you mean...
When you click the File menu in Windows Explorer, the New command may be
missing.
When you right-click the desktop, the New command may be missing from the
context menu
