I can't set the scheduled scan time to anything in the
12:00 to 12:59 pm range. I resets the pm to am.

This appears to be "correct" behavior for the code currently distributed,
believe it or not!
Two days ahead of the scheduled day is "normal" as is the appearance when
you select 10 am.

Times between 12:00 and 12:59 PM are not selectable.

i multiple user account, just want to know if i can turn
off fast user switching to make my window startup fast
and my computer performance, as i don't use it, well this
effect any user or my computer? I also heard that icon
changes color when it's fast user switching is on.

Yes the icon changes color (Blue), but it is of no significance really. You
can turn off Fast User Switching in the Control Panel under User Accounts >
Change the Way users log on > uncheck "Use Fast User Switching. I don't
think you will see any significant performance boost anyway.
