Using Microsoft Sound Recorder with a USB Microphone and 3.3 GB Physical
Memory:
Version 5.1 (Build 2600.xpsp_sp3_gdr.090206-1234 : Service Pack 3)

Error message reported upon attempted use: “Not enough memory available to
complete this operation. Quit one or more applications to increase available
memory, and then try again.â€

Microsoft technical documents acknowledges this problem, but do not
currently provide fix or workaround. When will the next version be available
for download to fix this software bug?

Never.

Likely never. The sound recorder module is something from the earlier
windows versions, and is in it's twilight time.

http://en.wikipedia.org/wiki/Sound_Recorder_(Windows)

"On computers with more than 2 GB of RAM, after recording (but not when playing),
Sound Recorder will return an error message indicating that there is not enough
memory. This is a design flaw of older versions of Sound Recorder and cannot be
resolved except by reducing the amount of available physical memory."

If you wish to experiment, there is a /MAXMEM= option for the
boot.ini file. If you go to Start:Run and use "msconfig", then
select the boot.ini tab, then click "Advanced Options" button,
you can set the value of /MAXMEM= there. You could try setting
it to 2048, then reboot, and retest the Sound Recorder.

The program is old enough, they probably lost the source code :)

If you want another recording application, you can try Audacity.
Set the sound source, in your Sound control panel and the mixer panel,
then try a recording.
