Microsoft Outlook 2002 The Operation Failed

I use Microsoft Outlook 2002 in Office XP...yesterday I switched to
Microsoft Outlook 2003 in Office Pro...I found I did not like it and
decided to switch back to Office XP
I am getting the now infamous "Operation Failed" Message (no error
message) when I click the Send/Receive Button.
I have tried uninstalling and reinstalling Office XP, I have deleted
my account info and redid it...all to no avail...are there any other
suggestions on how this is corrected

I have done this:
Start
ControlPanel
Mail
Email Accounts
View or cheange
Remove....etc
and the re entered the info after rebooting the machine

New

Sad to say it did not work...any other suggestions.
I did turn off norton and try it as well...again, No Luck.

Success finally occurred when I set NORTON Antivirus email scanning
(incoming and outgoing) to ON...strange, norton doesn't usually work
with anything :)

Yes, strange since Norton usually breaks Outlook in one manner or the other.
