when l click on a web page site through my email error pops up ( cancelled
due to restrictions) and wont connect to google or site, before l deleted
google chrome used to connect, should l reinstall google chrome

It means that your default browser in no longer properly registered as the
default. This indeed often happen when you remove another browser which was
set as the default at the time of removal. Reregister your new favorite
browser as the default and all should be fine again.
