Is there a way to disable microsoft messenger from starting
using a GPO? If so, how?

Hello , there is a few built-in policies.

Computer Configuration

Administrative Templates\Windows Components\Windows Messenger

Do not allow Windows Messenger to be run

Computer Configuration

Administrative Templates\Windows Components\Windows Messenger

Do not automatically start Windows Messenger initially

User Configuration

Administrative Templates\Windows Components\Windows Messenger

Do not allow Windows Messenger to be run

User Configuration

Administrative Templates\Windows Components\Windows Messenger

Do not automatically start Windows Messenger initially

(All Policies above are supported on at least Microsoft Windows XP
Professional or Windows Server 2003 family)

You can try to copy the adm files from an Windows XP Computer to your
Windows 2000 Server, Place the files in the %windir%\inf folder.

Hello, yes I have done this, make sure you update the ADM files into the
%windir%\inf directory on each of your Windows2000 Domain Controllers.

It´s always good to take backups of the old ADM files (the current) before
you copy in the new XP ADM files and overwrite your old ones.

There is some policy settings that still only works with Windows XP and
Windows Server 2003 , as Software Restriction Policies. How ever the
registry based policies should work fine.
