Messenger icon displayed when a GPO is set

We recently upgraded to XP SP2 which has brought up this little problem when
I set "Disable customizing browser toolbar buttons" to enabled, the messenger
icon is displayed. If I disable this setting, the messenger icon disappears.

This isn't idle and I am sure it is a little quirk that needs fixing.
Unless I have missed something in the GPO but couldn't find anything.
