Menu bar buttons turn white

Hi all. I'm having a strange problem all of a sudden. I'm thinking either
video driver or mouse. In some programs (not microsoft) when I go over the
menu bar buttons (without clicking), the button gets a white patch in the
center and stays that way. If I click on any buttons, the whole button turns
white and stays that way unless I resize the program or switch between
different programs.
