Max length of executable parameter?

I am trying to launch IE.EXE from an Windows XP application with a quite long
argument (ip+action+specific parameters+username+encrypted password). With
certain combinations, launching failed with no error message.
I tried a few different arguments and noticed that there seems to be maximum
argument length in Windows XP. Does anyone know if there is any workaround
or tweak to overcome this max length?

How long is "quite long"? I just ran an executable with a parameter of
1000 characters. It had no problem at all.
