Manage Printing permissions

Are there changes to allow user in the builtin user's group to have
permissions to add printers and manage documents?

I believe the administrator, or network administrator (if you're hooked up
to a domain) can do this - but if UAP is inactive, then I seem to remember
you can do what the hell you like :blush:)
