Manage Add-ons - remove from tools menu

i would like to remove "Manage Add-ons" from Internet Explorer Tools
menu. I have already used group policy "Do not allow users to enable
or disable add-ons", but in a public library environment would prefer
to restrict user access completely to this new function. Any
suggestions?
