Making forms available to all users

hi,

I am using outlook 2007 and exchange 2007.
I want to make a form available to all my users. i have admin privilages to
exchange.

1. when i send the form, it is received as blank.

1.1 both parties have the form in their personal folders.
1.2 how do make the form available in an organisational level.

please guide - how to publish forms in exchange? (No i am not using form
regions.)
