make is easier to drag and drop to public folders

Users find it easier to drag and drop, than to email a public folder in order
an email to the public folder. Outlook does not do a very good job allowing
users to easily get to public folders in 2003. It would be better if Public
folders were always available from the "Mail" tab.

What 'mail' tab do you mean?
Have you tried a) having them add the PFs they wish to access frequently to
their Public Folder Favorites? and b) right-click on an item, Move, and move
it to the PF?
