Make an application or window stay on top

Hello,

Does anybody know of a way to make a running process or application
stay on top? For example, I have a command console (cmd.exe) open, and
I position it on the screen in a window. I would like it to stay on top
so when I bring focus to another program, it is still visible.
Otherwise I have to keep using Alt-Tab to shift between the two. There
might be a utility out there that does this, but I haven't been able to
find it.

Download TweakUI, Expand "General", and set "Focus" to your liking.
