Mail using up all the network bandwidth

We have a problem here at work that when a large number of emails are
sent out all the bandwidth is used up.

Specs

- Windows 2000 Server
- ADSL 512/128 link
- 900 mhz p3

We currently use MailMarshall as our Mail Transfer Agent. It does not
provide the ability to restrict the amount of bandwidth it uses or to
stagger the sending of emails.

Is there a program we can use that would limit MailMarshall so it
doesn't use more than 20KB/s or something similar?

It will only run at the lower 128 speed of the link. You never accomplish
much with that. You need a better link. At the slow speed you may have to
see if the mail server has the ability to deny attachments. At that slow of
speed mail attachments are pretty much out of the question in either
direction.
