MAIL FOLDER NAVIGATION

I can scroll through mail in the right hand pane while viewing email.
However, when I wish to scroll through my email folders, although my curser
is over the folder are when I scroll the right pane actually scrolls. How do
I get the scroll function to work on the folder side of the screen (left
side). I have numerous folders as I teach online and need this functionality.
