Lost Properties when saving a jpeg picture

At home when I can open a jpeg picture from Explorer in Microsoft Photo
Editor (by double clicking on it), and then save it back over itself. The
properties of the picture (such as Date Picture Taken and Camera Model)
remain the same. When I do the exact same thing on my office computer, it
changes the properties of the picture, and all original information is lost.

What is the reason for this, and how can I prevent this information from
being lost?

Don't edit/overwrite it with Photo Editor. Use one that supports EXIF.
