Looking for freeware program to make VCD

Hi, I'm looking for a good freeware program to make video (avi,mpeg, etc)
into VCD files/ and or burn them on cd.
The program would not have to be able to make SVCD's, (but that would be
nice)
Anybody have any ideas, links etc?

Even just the name of a good program to look for.
Right now I use Ner 6. ###.
I find it locks up though. I running a
2600xp+ (@333) AMD
windows xp (sp1 etc.)
512 ddr 333 ram
FX5200 128 mbram
Latest drivers for everthing.
My thought is that there must be a program that can encode and/or burn a
600mb (aprox) movie into vcd format with this system without so many lock
ups.
Any ideas.

Now it's so eazy, even my sister can rip DVD's.
