logon scripts not executed when system restarted

I had setup a Windows XP system to auto logon as a user who has limited
access. The user has been setup not to be able to access "explorer.exe" and
"tskmngr.exe". I have setup a logon script for this user in
"C:\WINDOWS\system32\repl\import\scripts". When the user logs off and logs on
the script is run, but when the system is restarted and the user is logged on
the first time the logon script does not run. If I change the user's
privilege to grant access to "explorer.exe" the script runs ok.

This setup used to work on Windows 2000.

Do you know how we can force the logon script to run when the system restarts?

If it's a single-user system, why not just put a shortcut to the script into
the Startup folder? Or, an entry into the registry "Run" key?

It is not a single-user, we only want to run the script for the specific
user. I did put an entry into the registry "Run" key, but it did not slove
the issue.
