Logon screen

I am running WinXP Pro SP1. It used to be that, if I left the system
unattended, it would revert to the logon screen (the one that invites you
"To begin, click your user name.") At this point, any user with a password
could log on to their account. All fine with me.

Then one day things changed. Now when I leave the system unattended, it
just reverts to the screen saver and anyone can just jiggle the mouse and be
logged in to my account. I tried going to Control Panel>Display>Screen Saver
and checking the box "On resume, password protect". That works, but seems to
use a different mechanism--the computer is locked and only the last user or
an administrator can unlock it. (Note: I still get the logon screen at
startup)

How can I get things back to the way they were?

You only see that the last user or an Adminstator can unlock the computer if you've disabled Fast User Switching. Go to Control Panel, User Accounts, Change the way users log on/log off.
