Logon freezes without Admin access

After logging onto the domain, the system freezes either before the desktop
gets to populate (start, taskbar, icons, anything) or after about a minute or
two into working. OR the system draws to a crawl.
This happens to any user who does not have global or local administrator
access, on any system, no matter what the configuration is (hardware or
software). If I grant them local administrator rights, everything is fine.
Why is this happening? How do I stop this? I don't want to give everyone
admin rights to their machine.

any errors in the event viewer? do you have logon script? also check any group policy.

No errors in the event viewer, logon script only maps users to specific
folders on the server. What would I be looking for in the group policy?
