Locked "Documents and settings" folder

Hi

I somehow locked the access to "Documents and Settings" folder, and I can't
logon anymore (after restarting I only see the cursor on a black screen,
both in normal and safe mode).

What can I do?

How did you lock access to begin with?
Have you tried safe mode with command prompt?

Actually the problem isn't mine. It happened to a friend and I only
represent him as he hasn't Internet access. Well, when I asked him the same
question, he didn't know exactly. As he told me, he tried to prevent access
to the C: drive, for the one of the two profiles he has created. However he
can't recall the last try he did (which obviously generated the problem).

No, I (he) haven't. Given that I can boot in safe mode with command

Uh-oh, sounds like he removed permissions entirely, and that's not good.

Supposing you (he) can, might be able to use cacls to re-establish the lost
permissions.
