Lock W2K wkstn in WNT4 network except Admins

Want to lock down Win 2000 workstations in NT4 network.
Can use Local Policies but also locks out Admins. Is
their a way without NT system policy and active
directory. I don't have high enough rights to apply
system policies.

Thanks,

That kinda worked except now the admin group can't open
the policy mmc. Did do I have to deny read for all files
in the path %root%\system32\grouppolicy\user\registry.pol
