Lock the taskbar greyed out

I know I have stuffed this up somehow, but can't think how... the fact that I
installed Vista Ultimate over XP Pro seems to have done it.

I can not unlock my taskbar, the feature is greyed out.... please help
before I completely lose my mind...I don't have grey hair yet but I can feel
a bunch growing as I type!!!
