Local Security Settings

I want change some local security settings on Windows
Server 2000 (SP4). After Local Security Settings program
loaded I transfer to Account Policies and trying Passord
Policy. In the right panel I received:
It was not possible to open a database of a local policy.
A unknown mistake at opening a database.

What's this problem?

If this is a domain controller, use the Default Domain Controller Group Policy.

This is not domain controller, but member of domain.
