Local File Sharing Disabling

I have WinXP Home with SP 2 installed (No problems with it so far) & any updates since then.
How can I keep files on a multi user account pc from being accessed by any user. When I go to the "Sharing & Security" option, the "Make this folder private" box is greyed out. I've logged in as Guest to check, & can go into other local drives, some of which I'd prefer to be limited access.
I did see another post in one group about going into Admin Tools & going to Local Security, or some such, but that isn't an option on my system.

Look at the properties of your hard drive. Is NTFS or FAT32 shown as the
file system in use? NTFS is needed to control access to folders and files.
If your drive is FAT32, it can be converted to NTFS. There is more info

In addition to Sharon's advice:

XP PRO: In Windows Explorer, go to Tools, Folder Options, View and uncheck Use Simple File Sharing. Now, when you right click on a drive, folder or file (on an NTFS partition) and select Properties, you'll see a Security tab. Here you can assign or deny permissions based on user name or user group membership.

XP Home: By default, you can only make files and folders under My Documents "private". This is done by right clicking a folder or file and selecting Properties, Sharing. To change the permissions on other folders, you need to boot the computer to Safe Mode and log in on the built in Administrator account. In this mode, you'll see the Security tab in Properties, and you can assign permissions based on user name or group membership.
