Local Audit Policy effective rights

I have an odd problem,

The local audit policies on the two DC's have Success/Failure effective
Settings. In AD there are no audit policies configured in any GPO.
Where are the effective settings coming from? Further, everyone
authenticating to the server is logging in the event viewer ecxcept for
one user?!?! What's with the voodoo. Any idea Were the effective rights
are coming from?

Can you confirm that you have checked the Default Domain Controllers Policy
on the Domain Controller's OU which contains the standard audit
configuration for DC's.
