loading program in safe mode?

Is is possible to load an anti-virus program like Norton while XP is in safe
mode and then run the program in safe mode? The computer does not have
anti-virus installed. It is infected and not working in regular start-up so
I was hoping to install the anti-virus to disinfect. Thanks for any help
