Loading any user fails

Windows XP SP2 boots okay to the user Welcome screen. When I pick any of the
users it starts 'loading the settings', then it goes to 'saving the
settings' and back to Welcome screen. I've tried rebooting and Safe Mode but
same result.

Any suggestions?
