Limited User Setup

I have setup Limited User accounts on Windows XP Pro, for my children, I
would also like to restrict access to the Control Panel and limited it only
to the Administrator. Can I do that?

You can try this, make sure you on the account you want to disable the
control panel when you do this.

Start>Run and type

gpedit.msc

then go User Configuration>Administrative Templates>Control Panel> Select
"Prohibit access to the Control Panel"
