Level 2 Security Setting

How can I change the level 2 attachment security settings in outlook so that
I can open attachments in the Outlook environment? Right now, I have to save
attachments to my hard drive before I can open them. My echange server is
set up to allow users to reset level 2 attachment files but I don't know
where to go to make the changes.
